-올해 9월 조달청 해외 혁신제품 첫 실증사업으로 이노넷 TVWS 혁신제품 선정
-개발도상국에 G2G 사업 진행...학교·선박 등에서 공공와이파이 등 서비스 실증 진행

[매일안전신문=강수진 기자] 올해부터 시행한 조달청 혁신조달의 해외 첫 실증 지원으로 이노넷의 TV유휴대역(TVWS) 제품이 선정됐다.

27일 이노넷(주)에 따르면 조달청 혁신제품은 공공서비스의 향상과 기술혁신을 위해 공공성, 혁신성 등 심의를 거쳐 지정된다.

조달청은 혁신제품의 첫 구매자가 돼 사회문제 혁신방안을 제시하고 중소 혁신기업에게 공공조달 기회를 제공하고 해외 공공시장에 진출할 수 있도록 지원하고 있다.

이 사업은 2019년부터 시행돼 혁신적 제품과 기업의 출현으로 새로운 변화를 만들고 있다. 특히 해외 첫 실증 지원으로 이노넷의 TV 유휴대역(TVWS) 제품이 선정됐다.

TV 유휴대역 주파수는 UHF 대역의 디지털 방송대역에서 시간적 및 공간적으로 비어있는 채널로서, 비면허대역으로 할당돼 있다.

TV 유휴대역은 10km 이상의 원거리에서 통신요금 없이 고속 무선데이터 서비스가 가능하므로 미국 등의 선진국에서는 농촌지역 인터넷 서비스 또는 산불 및 재난 등으로 이동 통신이 붕괴시 공공안전 긴급통신망 서비스로 활용되고 있다.

또 개발도상국에서는 공공기관 및 학교 등의 이넡넷 서비스 및 학교 이러닝 등의 시장이 급속하게 확대되고 있다.

이노넷은 마이크로소프트를 포함한 해외 16개국 회사들과 NDA/MOU를 체결하고 있다고 전했다.

아울러 국내 20여개 TVWS 관련 특허 및 미국, 중국, 유럽, 남아공 특허를 확보하고 있다. 올 9월에는 TVWS CE 인증을 획득했으며 추가로 3개 해외 인증을 추진 중이다.

아프리카 최초로 TVWS 기술기준을 확정한 남아공은 정부 차원에서 적극적으로 TVWS를 추진하고 있다. 특히 4000여개의 학교의 인터넷 및 이러닝(E-learning) 인프라를 구축하기 위해 TVWS를 적극 활용할 계획이다.

이노넷은 남아공 업체인 AFRIKO와 협력해오고 있으며, 남아공 정부기관인 CSIR(Council for Scientific and Industrial Research)이 운영하고 있는 TVWS DB 서버와 연동을 완료했다고 밝혔다.

또 이노넷은 탄자니아에 있는 한국인터넷진흥원(KISA)와 협력해 아프리카 시장을 개척하고 있다.

올해 4월, 아프리카 TVWS 시장 구축을 위해 현지에서 공동으로 시연을 진행한 바 있으며, 오는 10월 26일~29일 탄자니아에서 개최하는 TAIC2022(Tanzania Annual ICT Counference 2022) 전시회의 한국관 부스에 이노넷 제품을 전시하기로 했다.

이와 함께 이노넷은 ㈜이디리서치의 지원으로 인도네시아 TVWS 시장도 개척하고 있다고 전했다. 노지 석회석 광산 와이파이 및 트럭 위치 서비스, 유람선 와이파이,위성과 TVWS를 결합한 학교 및 마을 와이파이 서비스 등의 구축이 기획되고 있다.

이노넷은 조달청 혁신조달 시범구매사업으로 남아공, 탄자니아, 인도네시아에서 차별화된 TVWS 제품 및 서비스를 제공함으로서, 아프리카 및 동남아시아 시장을 발판으로 TVWS 글로벌 기업으로 성장할 것으로 기대하고 있다.

이노넷(주) 유호상 대표이사는 “조달청 혁신 조달 시범구매사업으로 통신 인프라가 부족한 개발도상국에 TVWS를 구축해 국내 우수한 ICT 제품을 해외에서 실증이 용이할 수 있도록 유지보수에도 많은 노력을 하겠다”고 말했다.

Selected for a pilot procurement project by Public Procurement Service’s Innovation, Innonet is first to demonstrate its TVWS services to South Africa, Tanzania, Indonesia

▶ The Public Procurement Service Innovation Procurement project was first initiated in 2019, and Innonet TVWS innovative product was proudly chosen as the item to be used for the first overseas innovative product demonstration project in September 2022
▶ It will be part of G2G project that will be implemented in the developing countries, and the demonstration includes the public Wi-Fi for places such as schools, ships, mines, and tourist attractions, as well as Internet, camera, emergency communication, and e-learning.
▶ By establishing TVWS wireless communication infrastructure in developing countries whose communication infrastructure is rather underdeveloped, Innonet lays foundations for the future procurement projects that will demonstrate excellent domestic ICT products.


Public Procurement Service selects an innovative item through a deliberation process considering the level of publicity and innovation, in order to enhance the quality of public services and technological innovation. By becoming the first customer of the innovative products, the Public Procurement Service can discover innovative solutions to address social problems, provide public procurement opportunities to small and innovative companies, and support them to enter overseas public markets.

The Public Procurement Service innovation procurement project has been implemented since 2019 and has been continuously making changes in our lives by utilizing available resources such as innovative products and companies. In particular, Innonet's TV White Space (TVWS) was selected as the item for first overseas demonstration project conducted by Public Procurement Service's innovation procurement this year. The TV idle band frequency is a temporally and spatially empty channel in the digital broadcasting band of the UHF and is allocated to an unlicensed band.

Since the TV idle band can provide high-speed wireless data service over a distance of 10 km or more without communication charges, developed countries such as the United States use it as a public safety and emergency network measure especially when there are forest fires and natural disaster while public communication service is disrupted. Also, in developing countries, the market for Internet services such as public institutions and schools, including e-learning programs, is rapidly growing.

Innonet has signed NDA/MOU with companies in 16 overseas countries including Microsoft.

Innonet has earned about 20 TVWS-related patents in Korea and other patents in the US, China, Europe, and South Africa. In September of this year, it acquired TVWS CE certification, and currently working on three additional overseas certifications.

South Africa, the first African country to decide to adopt TVWS technology as its national standards, is actively promoting TVWS at the government level. In particular, South Africa plans to actively utilize TVWS to build the Internet and E-learning infrastructure for 4,000 schools. Innonet has been seamlessly working with AFRIKO, a South African company, and has successfully sycned the TVWS DB server operated by CSIR (Council for Scientific and Industrial Research), a South African government agency.

Innonet has been pioneering the African market in cooperation with the Korea Internet & Security Agency (KISA) in Tanzania. In April of this year, they participated in a joint demonstration project as part of their efforts to establish a solid position in the African TVWS market. In addition, Innonet products have been selected to be exhibited at the booth for Korean businesses during the TAIC2022 (Tanzania Annual ICT Conference 2022) scheduled to be held in Tanzania from October 26 to 28.

Innonet is pioneering the Indonesian TVWS market with the support of ED Research Co., Ltd., and plans to build a Wi-Fi services for offshore limestone mines, truck location services, cruise ships, and school and village Wi-Fi services that use the combined version of satellite and TVWS.

Utilizing its base markets in Africa and Southeast Asia, Innonet is expected to grow into a global TVWS company by providing a differentiated TVWS products and services in South Africa, Tanzania, and Indonesia through a pilot procurement project hosted by Public Procurement Service.
